Mr. Vargas has worked in attracting foreign investment and managing industrial parks since 1989 up to this date, Has held various senior executive positions with private and public institutions in the Dominican Republic, among these positions :
 Investment Counselor for the Investment Promotion Council of The Dominican Republic (USAID), Advisor for the Office for the Promotion of Investment of the Dominican Republic (OPI-RD), Customs Coordinator with the National Council Of Export Free Zones, Manufacturing Manager (Investment Promotion Department ) Center for the Promotion of Exports and Investments of The Dominican Republic (CEI-RD), has managed the following Industrial Parks where he has held positions such as Marketing Manager, Santo Domingo Industrial Free Zone, Marketing Advisor , PISANO Free Zone, Vicepresident of Business Hainamosa Industrial Free Zone, Administrative Manager Tamboril Industrial Free Zone, Operations Manager (Actual) Cyber Park of Santo Domingo.

Mr. Vargas holds an Agricultural Engineering Degree from Universidad Nacional Pedro Henríquez Ureña , Post grade Studies in Administration, from Pontificia Universidad Catolica Madre y Maestra, Post Grade Studies in public administration from China National School of Administration, Beijing , PRC.
Studies in Technology Innovation from Cataluña University/PUCMM
Mr. Vargas has received training in Investment Promotion techniques from the following institutions: Chile Investment Promotion Institute, MIGA, Standford Research Institute (SRI International), Promo Madrid, ICEX, Spain, among others.
